Hong Kong PhD Fellowship Scheme
Established by the Research Grants Council (RGC) of Hong Kong in 2009, the Hong Kong PhD Fellowship Scheme (HKPFS) aims to attract the best and brightest students in the world to pursue their PhD studies in Hong Kong’s universities.
The HKPFS will provide a competitive annual stipend and conference and research-related travel allowance per year for each awardee for a period of up to three years.
- Monthly Stipend: HK$28,700* (approx. US$3,660)
- Annual Conference & Research-related Allowance: HK$14,400* (approx. US$1,840)

Application Procedure and Timeline
Step 1
Submit an Initial Application to the RGC through the HKPFS Electronic System to obtain an HKPFS Reference Number on or before 1 December 2026 at 12:00 noon (Hong Kong Time, GMT +8).
Step 2
Submit a Full Application through the EdUHK Admission System and quote your HKPFS Reference Number on or before 1 December 2026 at 11:59 p.m. (Hong Kong Time, GMT +8).
- Shortlisted candidates will be invited for an admission interview.
- Application Results will be announced in April/May 2027.

Basic Entrance Requirements
- A Master’s degree (or equivalent qualification) from a recognised university; or
- A Bachelor’s degree with first class honours (or equivalent qualification) from a recognised university. HKPFS_EdUHK_2027-28
English Language Requirements*
Applicants with a Bachelor’s or Master’s degree at a university where the programme was not taught and assessed in English are normally required to demonstrate competency through one of the following minimum requirements:
- IELTS score of 6.5 (academic module) with no subtest lower than 6.0; or
- TOEFL (internet-based test):
- Score of 80 (for tests taken before 21 January 2026);
- Score of 4.5 (for tests taken from 21 January 2026 onwards); or
- Other equivalent qualifications.#
(The test should be taken in test centres, and the result should be valid within two years.)
Individual fields of study such as the English language may have higher requirements.
